Strategic Meeting with the Management of the Uganda National Council for Higher Education (NCHE)

This morning, the ULIA Executive, led by President Dr. Fredrick Kiwuwa Lugya and accompanied by ULIA Administrator Mr. Edward Ssali, had a productive strategic meeting with the management of the Uganda National Council for Higher Education (NCHE), headed by Principal Higher Education Officer Mr. George Ebine.

During the meeting, the teams discussed and agreed to collaborate on several key issues, including:

1. Establishing a National Reference Library at NCHE.
2. Creating and implementing a union catalog.
3. Supporting the automation of libraries in NCHE-licensed or chartered institutions.
4. Engaging government and university administrators to collaboratively fund e-resources subscriptions using the NCHE model of student contributions.
5. Assisting ULIA in proposing a review of university HR manuals to better reflect academic librarianship.
6. Reviewing the NCHE Quality Assurance manual to include positions for Associate Library Professors and Library Professor roles, as the current QA framework stops at May 8, 2025
